Believ supports Plymouth City Council’s EV charging expansion

Charge point operator (CPO) Believ is partnering with Plymouth City Council to roll out hundreds of new electric vehicle (EV) chargers across the city. The project is expected to deliver around 440 dual chargers by 2028, with scope to scale up as demand increases – significantly expanding the council’s on-street charging infrastructure to support the transition to electric vehicles. 

The EV chargers will be located on-street, prioritising areas where residents do not have access to private driveways or off-street parking. The initiative is part of Plymouth’s wider strategy to reduce carbon emissions, improve local air quality, and support residents in making the switch to electric.  

The first installations are expected to begin in summer 2026, with Believ installing, operating and maintaining the network. The project is supported by the LEVI (Local Electric Vehicle Infrastructure) funding, with Believ fully funding the remainder, ensuring delivery at no cost to local taxpayers. 

Standard and Standard Plus chargers, suited to longer stays and overnight use, will be installed alongside dedicated EV parking bays across the council, to better support sustainable travel throughout the city. 

Councillor John Stephens, Cabinet Member for Strategic Transport, said:

 “This is a major milestone for Plymouth, and we are already seeing how our EV strategy is benefitting residents who have an electric car. 

“We are taking a significant step towards delivering a reliable, accessible charging network for residents who do not have off-street parking. This investment will help remove a key barrier to electric vehicle ownership.”
